Discussion paper

The Treasurer released the discussion paper of the review of the Commonwealth Government Securities (CGS) market on 30 October 2002.

The discussion paper is a central element of the process of consultation by the Government with stakeholders. It is intended to highlight the key considerations that must be taken into account in the Government’s deliberations.

The discussion paper is structured in two parts.

  • The first section outlines and assesses possible reasons for maintaining the CGS market.
  • The second section outlines and assesses several options available to the Government to address concerns about the CGS market.

Both sections of the discussion paper provide a number of focussing questions. These questions relate to issues that may be particularly important in determining the appropriate policy response. The responses to these questions will assist the Government in its deliberations.
